GPS IIF Satellite Production
Lead Government oversight for $1.5 billion production of 12 GPS satellites. Supervise 15 person team that oversees the manufacture and delivery of all bus and payload components, space vehicle assembly, integration, and test activities. Monitor contractor schedule and cost performance using Earned Value Management System (EVMS) data. Closely work with cross-functional Government, prime contractor, and sub-contractor teams to resolve technical issues, achieve Government concurrence at contractor gate reviews, and provide inputs to the risk management process.
• Saved $7 million and a month in schedule with early proposal to fix satellite hardware issue in the factory versus the launch site
• Saved several weeks on the critical path to first launch--improved working relationships at all levels between the Government and contractor, led to more efficient resolution of technical issues
Technical Lead GPS III Source Selection, Air Force, El Segundo, CA 2007 to 2008
Led 80 engineers in technical evaluation of proposals for award of $3 billion contract. Ensured 7 Mission Capability teams (systems engineering; capability insertion; system effectiveness; design, development and test; software; program execution; and small business) accomplished thorough, accurate and timely assessment.
• Source Selection team praised by Secretary of the Air Force for thorough evaluation that led to contract award with no protests—met committed dates for completion.

Deputy Program Manager, GPS IIR Modernized Satellites, Air Force, El Segundo, CA 2004 to 2006
Led technical and on-orbit support activities for 8 satellite $225 million program. Monitored contractor financial performance, tracked monthly earned value data. Achieved successful first launch of the modernized GPS IIR satellite with resolution of multiple parts reach-back issues identified throughout launch processing. Led resolution of numerous issues between the Government and contractor for parts, material and processes, navigation payload, assembly, integration and test. Led Government negotiations settling cost and schedule claims for 7-year period.
• Kept $30 million annual GPS launch and on-orbit support contracts within budget.

Led requirements definition to procure enterprise resource planning (ERP) software. Provided all logistics users common access to data and systems through internet portal. Made maintenance, supply, and transportation data/systems easily accessible worldwide.
